You secure the procedures and contracts of contracting authorities and contracting entities, from procurement strategy through to contract performance, including ICT contracts and public-private partnerships.

Languages: French and/or Dutch, with good knowledge of the other language; English is an asset

Your role
You are the go-to legal contact for buyers, operational departments and management on all public procurement matters, from procurement strategy to contract performance.
You turn complex legal questions into clear recommendations that let projects move forward safely.
Key responsibilities
- Advise on the choice and justification of procedures: open, negotiated, framework agreement, qualification system.
- Draft and review tender specifications, contract clauses and framework agreements.
- Draft and check reasoned selection and award decisions.
- Advise on contract performance: modifications, price revisions, penalties, terminations.
- Handle bidder complaints and prepare, with the client’s lawyers, proceedings before the Council of State.
- Work on complex structures: PPP (DBFM), joint procurement, central purchasing bodies, concessions.
- Train the client’s teams and monitor Belgian and European law.
Your profile
- Master’s degree in law; a specialisation in public law or public procurement is an asset.
- At least 3 years’ experience as a public procurement lawyer for a medior profile, 5 years for a senior profile, at a contracting authority, a law firm or a consultancy.
- In-depth knowledge of the Belgian Public Procurement Act of 17 June 2016, its implementing royal decrees and Council of State case law.
- Experience with ICT contracts, PPPs or public real estate is an asset.
- French and/or Dutch: native language, with excellent legal drafting; good knowledge of the other national language.
